If the root is actively lifting the slab, the root issue needs to be addressed first, otherwise the crack will re-appear through the overlay.

Does my property being near the RAAF base affect what I can do to the driveway? There are no specific restrictions on private property driveway resurfacing as a result of proximity to the RAAF base. Normal Port Stephens Council requirements for any driveway work (including the council crossover where applicable) apply. Council requirements should be covered off at the quote.
