Can I resurface the surround with pavers or tiles instead of applying an overlay?

Tiling or paving over an existing concrete surround is possible but introduces additional considerations, adhesion requirements, drainage fall changes from the added thickness, and edge treatment at the pool coping. It is also significantly more expensive than a spray-on overlay and adds weight. A properly specified overlay provides equivalent aesthetics at lower cost for most situations. Tiling makes more sense as part of a full replacement project.

Does the pool company or the concrete resurfacer do this work?

This depends on the scope. Pool companies typically manage pool interior resurfacing (the pool shell itself, pebblecrete, fibreglass etc.) and may handle coping.
