Hose-Down Areas and Drainage Falls: Compliance Guide for Port Stephens

Outdoor hose-down areas, vehicle wash bays, boat rinse areas, and general utility concrete pads are subject to drainage compliance requirements that many property owners don’t discover until they’re asked to modify a non-compliant system. In Port Stephens, where stormwater drains into one of NSW’s premier marine environments, these requirements are taken seriously by Port Stephens Council and the NSW EPA, and the penalties for non-compliance are real.

Quick answer (BLUF)

Any concrete area used for washing vehicles, boats, or equipment must drain to an appropriate point, in most cases the sewer via a trade waste arrangement or a grease trap/sediment trap, not directly to stormwater. The concrete surface must have adequate drainage falls (minimum 1:100 gradient) to the drain point. Installing a non-compliant wash area that drains to stormwater or the waterway is an offence under the Protection of the Environment Operations Act.


Why drainage compliance matters more in Port Stephens

Port Stephens Bay is a protected environment, home to resident bottlenose dolphins, diverse marine ecology, and important fisheries. The Port Stephens-Great Lakes Marine Park provides a regulatory framework that requires all landholders to prevent pollution from reaching the waterway.

The stormwater network in Port Stephens drains directly to the estuary, river system, and bay, it is not treated before discharge. Any contaminant that enters a stormwater drain is, for practical purposes, entering the marine environment.

Contaminants from hose-down areas that must not enter stormwater:

Drainage fall requirements for concrete surfaces

Minimum gradient

The Australian Standard for floor drainage is a minimum fall of 1:100 (1%) to the drainage point for typical washdown applications. This means that for every 1 m of surface, the fall should be at least 10 mm.

In practice:

  • A 5 m x 3 m wash pad needs at least 50 mm total fall from the high point to the drain
  • Falls less than 1:100 allow water to pool rather than drain efficiently
  • Steeper falls (1:50 or 1:33) may be required for heavily contaminated applications where rapid drainage is important

Drainage point placement

Drain points should be at the lowest point of the slab, ideally central or at the far edge from the access point. For boat wash-down areas at Soldiers Point or Corlette properties, the drain should be at the rear of the slab furthest from the waterway.

Bidirectional falls

Slab widths over approximately 4 m benefit from bidirectional falls, sloping from both edges toward a central channel drain. This avoids very large total fall requirements across wide slabs.


Drainage destination requirements

Residential vehicle wash

At a residential property, washing a personal vehicle on a concrete driveway with a small amount of detergent and allowing runoff to a landscaped area (not a drain or gutter) is generally acceptable under the POEO Act provided the volume and chemical load is minimal. However:

  • High-volume vehicle washing with significant detergent or contaminant load should drain to sewer
  • Any fuel or oil contamination cannot be washed to stormwater

Boat wash-down (residential)

NSW EPA guidance for residential boat wash-down:

  • Rinse with fresh water only (no detergents or anti-fouling removers) can flow to the garden or stormwater provided no contamination is present
  • Washing with detergents should drain to a sewer-connected floor waste
  • Anti-fouling paint removal must not drain to stormwater under any circumstances, this is a serious pollution offence

A licensed plumber can install a floor waste connected to the sanitary sewer system in a boat storage or wash area. This is the compliant solution for high-volume or chemical wash-downs.

Commercial wash bays (Nelson Bay, Salamander Bay)

Commercial premises with vehicle wash bays or wash areas in Nelson Bay and Salamander Bay must have a trade waste agreement with Hunter Water and appropriate grease traps or sediment traps installed. Port Stephens Council’s development controls require wash bay drainage to be specified as part of the development application for commercial premises.


Resurfacing existing hose-down areas

When resurfacing a concrete hose-down area, drainage falls must be checked and corrected if necessary:

  1. Survey the existing falls, a long straightedge and level across the slab identifies whether falls are adequate and in the correct direction
  2. Building up low spots, an overlay can be applied at varying thickness to correct falls. This requires careful design of the overlay thickness across the slab area
  3. Drain pit adjustment, if the drain point height needs to change, the drain pit grating or threshold may need raising or lowering
  4. Joint treatment, ensure construction and expansion joints do not act as barriers to water movement across the slab

For hose-down areas in Raymond Terrace industrial areas or commercial precincts in Salamander Bay, an engineer may need to verify drainage compliance as part of a development application or works approval.


Anti-slip requirements for wet areas

Any area that is regularly hosed down or wet (wash bays, pool surrounds, outdoor food preparation areas) must meet the wet slip resistance requirements of AS 4586. For outdoor pedestrian areas exposed to water:

  • Minimum R11 surface texture profile in most outdoor walking surface applications
  • W classification under the wet pendulum test

Spray-on overlays with inherent texture typically achieve these requirements. Smooth finishes and worn overlays may not. An anti-slip aggregate can be broadcast into a wet overlay coat to boost the rating if required.


FAQs

My driveway slopes toward the road and the drainage goes into the gutter, is that a problem?

A residential driveway sloping to the road kerb and gutter, draining general rainwater and light wash-down, is typical and acceptable. The issue arises if significant oil, fuel, or chemical contaminants are washed down the driveway and into the stormwater system. If you regularly wash your vehicles on the driveway and there is visible contamination in the runoff, consider installing a bio-retention planter strip or a stormwater filter device at the kerb point. For boats with anti-fouling paint, do not rinse off at the driveway.

My hose-down area currently drains to a pit that isn’t connected to anything, what should I do?

An unconnected pit will overflow and bypass to surrounding ground or stormwater. This is a common legacy arrangement on older properties. The correct remedy is to connect the pit to the sanitary sewer via a licensed plumber, install an appropriate interceptor trap, and ensure the connection is compliant with local council and Hunter Water requirements. Do not continue using the area for contaminated wash-down until this is addressed.

Does resurfacing a non-compliant drainage area require council approval?

Resurfacing an existing concrete surface (even a hose-down area) is typically maintenance work and doesn’t require development consent. However, if you take the opportunity while resurfacing to modify the drainage system (installing a new drain point, connecting to sewer), that drainage work may require council approval or a plumbing compliance certificate. Check with Port Stephens Council’s development services team if in doubt.
